Drivers travelling on a busy road near East Preston will have a smoother ride after the completion of a road-paving project being tendered by the Nova Scotia Department of Transportation and Public Works. The tender is for repaving on Mineville Road from the intersection at Trunk 7, east of East Preston, south for 7.1 kilometres to the intersection of Route 207. The tender closes on Thursday, June 23. “I’m pleased to have this busy road scheduled for repaving as part of our program to upgrade Nova Scotia’s highways,” said Ron Russell, Minister of Transportation and Public Works. “Our department is spending $143-million on road construction in 2005-06.” The Department of Transportation and Public Works highways division manages more than 23,000 kilometres of roads in Nova Scotia. It maintains 4,100 bridges and operates seven provincial ferries. Staff provide services from district offices in Bridgewater, Bedford, Truro and Sydney. read more
Trina Roache APTN National NewsMaliseet Chiefs in New Brunswick are calling on the federal government to reject a controversial open-pit mining project in their territory.A federal environmental assessment says the project will have significant negative impacts on traditional land use.The proposed mine is in the heart of Maliseet territory, 60 kilometres north of Fredericton. Maliseet, or Wolastoqey, communities have raised concerns over its impacts.The comprehensive review echoes those concerns, calling the effects “permanent, continuous, and irreversible.”Tobique Chief Ross Perley said the risks associated with the project are just too high for his territory.“This open pit mine would destroy one of our last remaining areas to harvest and practice our culture, and it creates a long term risk of contamination for our territory and resources,” said Perley in a statement. “This is not an appropriate project for Maliseet territory and we urge Canada to reject it in light of the conclusions in the Comprehensive Study Report”.The Canadian Environmental Assessment Agency released its report last week and is now seeking input from the public.“St. Mary’s First Nation appreciates Canada’s acknowledgement of the heavy toll this mine would take on our rights,” said Chief Candice Paul, from the St. Mary’s First Nation. “We call on Canada to honour its Peace and Friendship Treaties with us and reject the mine on the basis of this finding of significant adverse effects.”The Sisson Mines Ltd. plans to extract tungsten and molybdenum. The open pit mine will include a massive, 751 hectare tailings pond. A swath of land will also be cleared for a 42 kilometre NB Power transmission line.In its review, the federal agency finds the company’s plans to mitigate the effects “fail to address the permanent loss of access to an area of high value, and the associated use of that area.”The New Brunswick Government has already given the project the greenlight.The lawyer for the Maliseet Chiefs, Dominque Nouvet, said the province jumped the gun on its approval of its own environmental assessment because consultation is ongoing.“The law is clear. Consultation should be completed in advance of decision making in order to inform it,” said Nouvet. “And that’s what was outrageous about the provincial approval, is that they themselves acknowledged that consultation was not yet complete.”Nouvet said the chiefs are still willing to consult and talk about accommodation.“The call for rejection stems from the fact their concerns have not been addressed. And this mine is going to have really serious adverse impacts on their traditional way of life,” said Nouvet. “And they’re running out of places to go to carry on traditional activities and exercise their rights. And at this point in time, nothing has been done to address that.”The Wolastaq Traditional Grand Council and clan mothers have strongly opposed the project from the beginning.Wolastaq Grand Chief Ron Tremblay applauds the elected chiefs for their calls to stop the project.“It’s important to preserve Wolastoqey homeland for our present and future children, also to protect the natural world so the animals, vegetation and waterways will continue to survive,” said Tremblay. “Our Wolastoqey Nation is facing invasions from companies and governments who are trying to destroy our natural homeland.”Nouvet, a consultation expert based in British Columbia, sees a huge contrast between Indigenous communities on the two coasts of Canada. She worked on the Tsilhqot’in case that led to a huge victory at the Supreme Court of Canada two years ago. That decision is considered a game-changer for Indigenous communities and the issue of consent.“What is just so tough for the Maliseet is that their land has been occupied and colonized, the resources have been exploited for hundreds of years,” said Nouvet.That long history has meant a greater loss of territory, said Nouvet.“They cannot fish for salmon, pursuant to their Aboriginal and Treaty rights. Forests have been overharvested. They are running out of places to go to exercise treaty rights that were promised to them in perpetuity. Principal Deputy Special Representative of the UN Secretary-General in Kosovo Steven Schook today signed an Executive Decision which authorizes the Central Elections Commission to start technical preparations for the election of new mayors, municipal assembly members and members of the national assembly. “As Special Representative Joachim Rücker has said, it is UNMIK’s position that the democratic process in Kosovo should move forward,” said Mr. Schook. “The legislative framework for the holding of elections is being finalized and will be promulgated before the end of this month.”At the same time, he cautioned that the elections should not interfere with the resolution of final status – an issue that is the subject of a new round of negotiations launched by a “troika” of representatives of the United States, Europe and the Russian Federation. “We will be monitoring the negotiation process very closely over the coming months,” Mr. Schook said. The Executive Decision came a day after he started a new round of visits to Serb-speaking villages in the south of Kosovo. The United Nations today launched a $1.7 billion appeal to provide a range of relief services to some 26 million people struggling to survive the ravages of war and other emergencies, mainly in Africa. In New York, Secretary-General Kofi Annan told donor governments that their contributions would constitute a “vitally important investment in our common future.” The UN chief has taken the unprecedented step of writing to donor aid ministers asking them to meet the requirements and state their funding intentions by mid-January 2005. The UN Emergency Relief Coordinator, Jan Egeland, said the aid would be used to improve conditions in war-affected regions and help people there to survive. “Hopes for recovery are growing in places like Burundi, Central African Republic and Somalia, hanging in the balance in the Democratic Republic of the Congo (DRC) and Côte d’Ivoire, and have diminished in the occupied Palestinian territory,” he said. The appeal, crafted by 104 relief agencies, will lead to principled and effective action, Mr. Egeland added. “This humanitarian appeal for 14 emergencies is based on rigorous needs assessments, prioritization and coordination.” Compared to last year’s request for funding, average requirements per appeal are 15 per cent lower. Mr. Egeland told donors that they would “get more for their money by contributing it early.” The previous appeal received only 52 per cent of the required funding, and just 12 per cent during the first four months. The overall shortfall also reflects a 50 per cent downturn in global humanitarian funding compared to 2003, and an 18 per cent drop compared to 2002, when contributions to Iraq and Afghanistan peaked. The appeal does not cover all emergencies such as those in Sudan, Afghanistan, Iraq and Colombia, which rely on other humanitarian response and appeal mechanisms. read more

And here’s the surprise: several of them didn’t appear to have heard the word ‘fraping’ before.Widely-read internet culture site The Daily Dot headlined the story “Irish senator coins worst buzz word ever: ‘fraping’”. The writer explained the word to readers as “having your Facebook account vandalised by pranksters and friends.”YouTube/OireachtasRetortTVReporting Healy Eames’ comments with tongue in cheek, HyperVocal told its readers that “the innocent Facebook-loving children of Ireland are being “Fraped” […] by their friends”, linking to Urban Dictionary for the definition.And Technology Tell also felt the need to clarify the Senator’s remarks, explaining: “She seems to be talking about people posting sexual messages on a Facebook page, or perhaps hacking someone else’s account.”So has Fidelma Healy Eames given the word “fraping” to the world?Well, here’s the thing. It was reported earlier this week that a number of major sites in Dublin’s Liberties are set for redevelopment in what is being termed a ‘Docklands-style makeover’. Diageo plans to transform 12.6 acres at James’s Gate into a new urban quarter comprising 500 new homes, hotel and leisure space including the transformation of historic spaces near the Guinness brewery. At Heuston station, 245 apartments are planned by Henderson Park Capital. Meanwhile, 500 apartments, a hotel and office space is planned for the Hickey’s site on Parkgate Street in Dublin 8.At the historic Player Wills site on South Circular Road, 1,400 apartments are planned with new streets, parks and local amenities. The developers have said the homes on the site will be predominantly build-to-rent. Newmarket Square looks set to be transformed further with 75,000 sq ft of office space planned. On Thomas Street, developer Harry Crosbie – synonymous with Celtic Tiger-era developments like The Point Depot and Dublin’s Docklands – is planning a new 185-bedroom hotel. It sets out proportion of open space, amenities, heights, density, zoning for particular types of development in Dublin. However, decisions about what will be built on individual site and when it happens are made by developers, and this is dictated by other factors, including the availability of finance, profitability and market pressures. In recent years, hotels and students housing have been more profitable, so “now we are likely to see co-living blocks and small build to rent apartments, rather than affordable housing where there is a development gain for the community,” Hegarty says.Local Labour councillor Rebecca Moynihan fears that, with the onset of development, housing is becoming unaffordable in Dublin 8 and that very few residential units are being built, she told TheJournal.ie.Should development Dublin 8 continue along these lines, community facilities could be lacking. ‘Long-term sustainability’ Interventions from the Department of Housing, Planning and Local Government have also undermined the prospect of urban family housing in Dublin, by introducing more profitable competitors, UCD’s Hegarty adds. In December 2018, Housing Minister Eoghan Murphy told local authorities that a height increase in Ireland’s cities was a crucial development if the country was “to meet the many challenges ahead.” The government has since published new guidelines under the National Planning Framework to help make that happen.Balanced development, however, is key, says Hegarty. Proliferation of one type of development in Dublin 8 has created a more transient population, which displaces and ‘prices out’ a more long-term and sustainable community similar to Dublin’s Docklands. It is widely acknowledged that Dublin’s Docklands did little to benefit local communities in East Wall, Ringsend and Sheriff Street. Dublin City Council only have limited tools to work to address this.Former Green Party Councillor, MEP Ciarán Cuffe, told TheJournal.ie that various Dublin 8 sites set for redevelopment remain privately owned “so the council will have limited influence over what happens.”“The question arises is what proportion of these sites will be residential [housing],” says Cuffe.Dublin’s Docklands is, by and large, a privately owned postcode. Communities have been sidelined. “Public space” is, by and large, privately-owned space subject to different rules. Les gaz à effet de serre émis par ces compagnies auraient, selon les plaignants, renforcé la catastrophe qui a entraîné la mort de plus de 1.200 personnes dans le sud du pays.Cette plainte collective a été déposée par des habitants du Mississippi quelques semaines après le passage de Katrina. Rejetée en première instance, elle a été jugée recevable par une Cour d’appel fédérale en octobre 2009.Les plaignants estiment que “la fabrication d’énergies, de combustibles fossiles et les industries chimiques aux États-Unis dégagent des gaz à effet de serre qui contribuent au réchauffement climatique, c’est-à-dire à l’augmentation des températures à la surface de la terre et au niveau des océans”, a expliqué la Cour d’appel. They arrived to find a male victim with multiple gunshot wounds.
